Description of problem:
The filters window should have defaults where the user can configure them,
for example, 
DataCenter = DaveDC-30
Period range = Monthly
etc...

Version-Release number of selected component (if applicable):
IC153.1, reports 3.0.1-8

How reproducible:
always

Steps to Reproduce:
1. Select any report
2. Select from the Filters window

Actual results:
From the Filters window you can see the first configured DC, if there are several you need to choose the one u want
Same for Period Range and the rest of the filters

Expected results:
Should allow a user to configure defaults for Filters window
