Description of problem: This is actually not a problem with passwd, but I have no idea where else to put it.

This password (without quotes) "'TwAs BrI1ig2;' is accepted by anaconda and passwd. It's not accepted by the login screen. Such fun, running off of Recovery.

Unfortunately I was not able to reproduce your problem on a Fedora 16 system neither with GDM nor with console login.

Have you tried both console and GDM for login? Are you sure that you do not have different keyboard layout switched on the screen where you run the passwd command and on the GDM or console login screen?
