Description of problem:

Generation of debug/ueber cert is not that intutive via UI.

It's preferred to have a separate button or a notification/message explaining it's feature.

Currently it generates and downloads the certificates both via the Download button.

Agreed that it does create the certifciate only once, even if we re-download the cert.

Currently we have Single button for both Generation and Downloading of Debug cert

Expected results:
A separate button or a notification/message under Organisations is required, explaining this feature.

We will add a help tip above the button to explain what this thing does but it will still remain as one button.
