Description: 
Catalogs dropdown displays wrong when it doesn't contain any catalogs.

How reproducible:



Steps to Reproduce:
1. Environment-- > New Image
2. Create a template and make a deployable .
3. hover on catalogs dropdown 
   
Actual results:


Expected results: It should display "No catalog" as in Monitor "New Deployments" page

It Now says "No available catalog exists"
