Important: I know that there is a sphinx package (last stable version 0.9.9) in Fedora, but it's quite different and old (from '09). I don't know if there can be new name for this package (sphinx2) or make it compatible with old one or just make this as update for existing package. I will be very happy if I can find a sponsor :)

Fedora allready have sphinx package you can't use the same name. I think you need issue for sphinx package and ask maintainer to update it. About your .spec BuildRoot tag can be dropped. https://fedoraproject.org/wiki/Packaging/Guidelines#BuildRoot_tag %clean stage can be dropped too. https://fedoraproject.org/wiki/Packaging/Guidelines#.25clean
I contacted author of current package and closing this.
