Description of problem:
All rpm builds complain when processing files:

unknown, 0: Warning: using regular magic file `/etc/magic'

It should be fixed in file-5.10-3, but it looks koji needs some time to start using that version.

My latest scratch build [1] looks OK, closing this bug.
