Description of problem:
After attaching export attached in another setup, but in maintenance (DOWN) state, the export is probably noted in DB, but webadmin doesn't display it and when trying to add'n'attach it to setup, it says: 
Import operation failed. Domain export-pn-migrations already exists in the system.

Note that there are some events about possibly corrupted VMs or templates.

Steps to Reproduce:
1. Have export in one setup. Attached, in DOWN state.
2. Add and attach it in another setup. Error will be displayed.
3. Detach it
4. Add and attach it in another setup again.

In that time the export is present when looking trough WPF and RESTAPI.

Expected results:
Export visible everywhere.

Additional info:
I believe these messages are from time I was trying to attach storage that is not visible in Webadmin.
