Description of problem:
When creating a new VM 'guide me' window appears. I am creating a disk from that window and VM moves to 'imaged locked'. Trying to add another disk from 'guide me' window and error message appears in a UI ""

Steps to Reproduce:
1. Create a new VM 
2. From 'guide me' add disk to a VM  
3. Add another disk while VM is in lock state 
  
Actual results:
Error message in a UI - "Can not add Virtual Macine Disk. VM is not down"

Expected results:
message should be changed to "Can not add Virtual Macine Disk while VM is in lock state"

indeed - need to check if adding disk, then another disk is allowed.
if so - close, else need to add validation or warning

Vered - IMHO this is no longer relevant.
If it isn't, please close it.
If it is, please fix.
