Description of problem: When trying to giving admin rights to a beaker group for a system, they revert back as soon as the page is refreshed


Version-Release number of selected component (if applicable): beaker 0.8


How reproducible: always


Steps to Reproduce:
1. go to groups tab on a system's beaker page
2. click 'Add' under "Admin Rights" for any group. The field changes from 'No' to 'Yes' as expected
3. Refresh or reload the web page
  
Actual results:
Admin rights reverts back to 'No'

Expected results:
Admin Rights should stay at 'Yes' until manually changed

This looks to be another case of changes in sqla causing this feature to stop working
