Description of problem:
m4 crashes when run to create new sendmail.cf.

Version-Release number of selected component (if applicable):
RPM: sendmail-8.12.5-7

How reproducible:
Always

Steps to Reproduce:
1.make changes to /etc/mail/sendmail.mc
2.run

    m4 /etc/mail/sendmail.mc > /etc/mail/sendmail.cf

Actual Results:  Here is the error produced:
---------------------------
/etc/mail/sendmail.mc:8: m4: Cannot open /usr/share/sendmail-cf/m4/cf.m4: No
such file or directory

Expected Results:  Should produce new /etc/mail/sendmail.cf without error.

This does not look like a crash, but only missinf sendmail-cf rpm.
