Needs some serious debugging why w2k3 fails to talk to our usb keyboard.

Setting servity & priority to low as more recent windows versions are working fine and we are using ps/2 kbd by default anyway.

Tried it with 
qemu-kvm-0.12.1.2-2.295.el6.x86_64
kernel-2.6.32-279.el6.x86_64
kernel-2.6.32-279.el6.x86_64

QE still can reproduce the issue on windows 2003 via 1.CLI

Closing this W2K3 USB keyboard bug. Not a priority.
Will be reopened if reported by a customer.
