The plug-in docs should give the location of the maven repo to use for the parent POMs for server-side plug-ins. Building a server-side plug-in requires that POM file.

The RHQ 3.0.1 location is https://repository.jboss.org/nexus/content/groups/public/org/rhq/rhq-enterprise-

This should be specified in the pom.xml for the custom plug-in:
 	<repositories>
 		<repository>
 			<snapshots>
 				<enabled>true</enabled>
 			</snapshots>
 			<id>jboss</id>
 			<name>JBoss Repository</name>
                        <url>https://repository.jboss.org/nexus/content/ groups/public/</url>
 		</repository>
...
 	</repositories>
