Description of problem:

Beaker scheduler really needs to execute older tasks first. 


In my situation: 
J:178407, RS:304871, R:374939, Queued 	2012-01-09 11:11:44 +02:00
waiting for HVM=1 ia64 system, 


At the time of writing there were no free ia64 systems that have HVM=1 so I asked one of the users to return hp-rx6600-01.rhts.eng.bos.redhat.com (J:174899) hoping I can get a hold of it. 

Instead Beaker started executing J:178883, RS:305842, R:376098, Queued 	2012-01-10 11:12:09 +02:00 on the same system.


This is causing my job to take even longer and extends the waiting time. Given the small amount of xen capable ia64 systems I'm setting this bug to urgent priority.
