Description of problem:

How reproducible:


Steps to Reproduce:
1.Navigate to filter view->instances.
2.Try rebooting stopped instances.

"uninitialized constant Instance::ActionError" displayed. see attach screen shot.

Expected results:
stopped instances cannot be rebooted.
proper validation message required.
