When a content certificate is uploaded to the rhua using rhui-manager, all download paths in the cert are verified to start with content/dist/rhel/rhui or content/beta/rhel/rhui.

We need to update this check to also allow download paths that start with content/dist/rhes/rhui and content/beta/rhes/rhui.  This is in support of the new VSA appliance.

built into rh-rhui-tools-2.0.45, going to hotfix ec2 rhui's with this build.

QA: verify you can upload a content certificate using rhui-manager that has a path in it that contains content/dist/rhes/rhui

This content URL is only valid in EC2.  Regular RHUI customers are not going to have access to these repos.   Moving bug to RELEASE_PENDING.
