Description of problem:

These files are missing from the AS SOA-P distribution:
   server/all/conf/props/messaging-users.properties  
   server/production/conf/props/messaging-users.properties
   /server/all/conf/props/messaging-roles.properties
   /server/production/conf/props/messaging-roles.properties

The workaround is to copy them from the IR6 standalone distribution

soa-4.2.0-IR6.0.zip

How reproducible:
100%

Steps to Reproduce: 
1. Unzip the distribution - start up the all or production config

Actual results:
Repeated exceptions - file not found

Expected results:
Need to include the files

The workaround is to copy them from the IR6 standalone distribution

Fixed.  These files are superceded by soa-users.properties and soa-roles.properties, and apply to the entire platform.
