Looking at the jbpm-jpdl/deploy/jbpm-console.war instances of the jbpm-console.war file.

Do we need this .war file? It looks like the jars included in this war (e.g., commons-fileupload.jar) are exploded into the jboss-as/server/[server name]name/deploy/jbpm.esb/ dirs

This behavior is correct, the WAR contains patched web components.
