QE feedback for 4.2.CP03 questions the correctness of the following statement from Chapter 1 - What is the Registry, page 3:
"It may be updated dynamically when services first start-up, or statically by an external administrator. "

Clarification needed.

Also is this the same in 4.3?

This is a clone of the original soa-1127 for tidiness, one jira per fix version.

"When services start up, the ESB automatically registers their EPRs in the registry if they are not already registered.  The registry administrator can also add or delete items by using an an UDDI browser or by using the UDDI API. "
