added to 4.3.CP02 release notes as resolved:

If the directory, username, or password properties for the ftp-provider of a service contained characters that required URI-encoding then the service would not deploy correctly.  This was because FtpListenerMapper did not URI-encode those characters and could create invalid URIs. FtpListenerMapper now provides URI-encoding for these properties.
