doesn't look like EAP-5.0.1 will make it into SOA-5 and SOA-5 is using WS-3.1.2.SP4 so I'm moving this up to SOA-5.0.1

The fix is already present in WS-3.1.2.SP4 and it will be in SOA 5.0.0. The WS-3.1.2.SP4 is missing from Fix for in the linked issue because at the time of fix, this version was not yet released.

I don't know what are you exactly tracking with this jira, but you should probably look at https://jira.jboss.org/jira/browse/JBPAPP-3241. There you see the fix version is EAP 5.0.1 and EAP 5.0.0.SOA.
3.1.2.SP4 is just the component version.
