This has been fixed in CR2. It will probably not appear in any build earlier than January 20, 2010 however. Just needs to be verified.

The Echo Router is now listed in the available actions.
Verified in JBDS 3.0 CR2 (jbdevstudio-macosx-carbon-3.0.0.v201002190339M-H173-CR2.jar).
