When running without EDS installed it defaults to org.apache.commons.logging.impl.Log4JLogger, with teiid runtime installed it changes to org.teiid.logging.CommonsLogManagerAdapter

Teiid applied the changes to 7.1.x branch and should be in the post ER6 release.
