To reproduce: 

1.) In JON, navigate to the Inventory tab of the Data Services node.
2.) Select "Virtual Database (VDBs) from the "Create New:" field at the bottom of the Child Resources list and click OK.
3.) Click the Upload File button.
4.) Click the Add button in the  "JON - New Child Resource Package File Upload dialog. Select your VDB to upload, click Open, then click Upload.
5.) After the file is finished uploading, click Create. 
6.) When finished, scroll down to the "History of create child resource requests" and click on the Failure link to see the error.

Workarounds:

1.) Use the "Deploy a VDB using a URL" operation on the Data Services tab
2.) Use the admin-console to deploy
3.) Manually add the VDB archive file to the deploy directory of the AS instance

The fix for this needs to be implemented in a manner such that it fixes the Teiid plugin in JON without breaking the admin-console on JBAS 5.1. They are running different versions of RHQ and have different versions of the JBossAS plugin.
