Description of problem:

Currently removing a lab controller does the following:

1 - Sets all systems attached to that lab controller to None
2 - Any active watchdogs have the jobs cancelled
    (why do we cancel the job?  one job could have recipesets from multiple labs
     we should cancel the recipeset and not the job)

We also need to do the following:

- Remove any distro mappings to this lab controller
- Remove any queued power commands to this lab controller

Power commands will be aborted when they are processed if no lab controller is set anyway, so removing them may not be necessary.
