How reproducible:


Steps to Reproduce:
1. Cloud Providers -- > Realm 
2. "New Realm " button is not there
3.  However it can be created from Content page .
4. If that page is intended to just show the realm , then "Delete Realm" 
button should also be removed from there

The delete button was removed in a separate patch; confirmed with sseago that the add button should not be added, as this refers to provider realms.
