Afair, this works that way with every resource and is not as7 specific. Start an as4, let it show up in discovery q, shut down the as4 and see it stay in the discovery q. Currently the workaround is to take it into inventory and then directly uninventory it again.
Managed servers are no longer top level servers that show up in the discovery queue, so I remove this from the AS7-plugin tracker. This is a general UI issue that we basically have since forever.
Please re-test given changes in the discovery queue implementation. The changes for performance may have also solved this issue. Setting to ON_QA for 4.10
