1) Login to  a katello instance as admin with system register perms to a few envs
2) Modify the browser url to something like 
http://<fqdn:3000/katello/systems/environments#env_id=NoSuchEnvironmentId and go to that page...

Actual Results:
A nice spinner on the left panel waiting for something to show up on the right....
But voila there is a 404 reported on the server!

Expected Result:
1) Notice stating the security violation or 404 or 500
2) No spinner and empty left pane.

Now says with red notification:
Couldn't find KTEnvironment with ID=NoSuchEnvironmentId
