+++ This bug was initially created as a clone of Bug #781914 +++

The first step towards provisioning systems directly is being able to execute power commands. This is a good first step because we already have the power command queue infrastructure in place in Beaker, and because we can make this part work while Cobbler is still doing the rest of the provisioning.
