Description of problem:
I'm trying to use the the client channels for a custom spin which requires icu4j but it does not exist in these channels. I do however see it in the server option channel. Why isn't in the client optional channel?

Packages in Optional are not directly supported by Red Hat and are usually included to satisfy build or run-time dependencies. These dependencies vary between RHEL Client, Workstation and Server. Therefore, it cannot be assumed that a package in RHEL variant needs to also be present in another variant. In this case, icu4j is included in the Workstation and Server variant because it is needed by eclipse package(s). Since we do not include eclipse in the Client variant we also do not include icu4j in the Optional repository.
