Description of problem:
"User is already logged in" error when trying to login

Version-Release number of selected component (if applicable):
ovirt-engine-3.0.0_0001-1.3

Steps to Reproduce:
1.login with some user that don't have permission to login.

2.login again

Now you will get message "User is already logged in".
