Opening the VM Import/Template Import sub tabs on an export domain shows "action in progress" (blinking grey squares) forever. There is no indication that nothing is really happening and that VMs/templates can't be shown.

Also true for attached but Inactive export domains.

When an Export domain's shared-status is not "Active" (e.g "Inactive", "Unattached"), there is no request to the backend at all (see condition in the beginning of the "SyncSearch" method in the VmBackupModel class).

No need to see the waiting animation (i.e. blinking gray squares) in this case.
