Kinda weird, so here's steps for a reproducer

- Launch system-config-printer as non-root
- Click 'Server', highlight the 'Settings' entry and mouse click multiple times really fast

Expected result: modal polkit dialog pops up asking for root password
Actual result:   dialog never appears. 

(You might need to highlight the far right side of the 'Settings' entry to avoid clicking the 'add printer' button underneath)

This isn't specific to system-config-printer: I noticed the issue originally in virt-manager. Occasionally, manually connecting to libvirt would fail. Running polkitd by hand reported the following info

But I didn't dismiss anything. In practice people are unlikely to hit this in system-config-printer, but in virt-manager one of the ways you can connect to libvirt is double clicking a a connection row in the main window, which can occasionally trigger this issue.

Hm, tricky issue bug that (potentially) crosses many different modules.  Without actually debugging it yet, my *guess* is that what's happening is that the authorization dialog is being focus-stealing-prevented; i.e. if the time of the authentication request is before your last click, we don't show it.
