Hi Sandro, This is intentional. We are working on putting 3.8 into F-17. As a result a number of eclipse dependencies have been updated to their 3.8 versions - not only icu4j but jetty, tomcat-servlet/jsp-api and etc too. Please wait a few more days to get 3.8 builds into rawhide and please start reporting bugs about 3.8 so we can have an outstanding F-17 release.
