- Remove ExclusiveArch ppc64

This change is against epel policy - only ppc64 pacakge can be provided because base os provides xerces-c for i386 and x86_64 arches.

Please revert this change and remove bad package from i386 and x86_64 repos.

In fact source package shouldn't really be xerces-c - it should be xerces-c-ppc64 to notify one arch only nature of this package.

We can't just replace the package on ppc64, due to the way koji works we need to use it in all channels if we are building it.
