I have no longer seen this problem, at least not in 3.4.0 kernel (F17).

Now got it on 3.6.0 kernel... I cannot reopen, just change status to assigned

Looking at the logs it seems this might be occurring after a recovery from unclean shutdown (in my case battery ran out while laptop was suspended).
