Description of problem:

The nagios-common sub backage expects a userid of: apache to be present, and this is not presently enforced by a Requires:

nagios-common-3.2.3-8

How reproducible:

simple install via yum of 'nagios' drags it in

run:
 yum install nagios
with the EPEL archive enabled
  
Actual results:

usermod: user 'apache' does not exist

Expected results:

an install sequence where the   httpd
package in installed first, obtained by adding the needed Requires:
