We should throttle communication with Cobbler so as not to overwhelm the lab controllers.

This was fixed for Cobbler power commands in Beaker 0.8.0.

In Beaker 0.9.0 a limit on concurrent power commands is also supported with the beaker.max_running_commands setting in /etc/beaker/server.cfg.
