Add a view that shows, for each repo on the server:

1. The name of the repo
2. The result of the latest sync attempt ("Sync Status")
3. The finish time of the last sync attempt ("Last Sync Attempt")
4. The finish time of the last sync with status SYNC_COMPLETE ("Last Updated")

Move Web App issues to 0.2.0 - 0.1.0 will report sync status via the Management CLI.

Added for 0.0.11, fields included are:
- Last Status
- Last Sync Attempt (time)
- Sync In Progress (true/false)

Time of last successful update can be seen via the Management CLI, may be added to the Web UI later if support for that query is added directly to the Pulp REST API.
