Description of problem:
According to the latest build.log
http://kojipkgs.fedoraproject.org/packages/spamassassin/3.3.2/9.fc17/data/logs/i686/build.log

  
Actual results:
Installation of spamassassin requires perl-devel.
This is triggered by ExtUtils::MakeMaker requirement of spamassasin


Expected results:
Runtime dependency shouldn't requires perl-devel

Additional info:
Some perl modules (optionals) are missing BR. I think distro wide package should enable them.
