Description of problem:

- web-admin "blinks" when first data-center holds a cluster with non-responsive host

what you see is:

- new storage
- data-center field: holds correct param 
- domain function: empty 
- use host: empty 
- window refreshed 
- domain function: iscsi/Data
- use host: empty
