Description of problem:
If there is Inactive iscsi storage domain due to storage troubles and this domain is activated, it's target is not logged out of host.

Version-Release number of selected component (if applicable):

vdsm-4.9.3.2-0.fc16.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Have iscsi DC with two domains.
2. Corrupt metadata on storage domain
3. Wait till new master is selected
4. Activate inactive domain
  
Actual results:
Target is logged in on host

Expected results:
Target is not logged in on host
