Install fedora, enable rawhide, upgrade to latest rpm and yum versions 2. do "yum -y --skip-broken upgrade" 3. yum fails telling about "UnicodeDecodeError: 'ascii' codec can't decode byte 0xc3 in position 40: ordinal not in range(128)" Actual results: Nothing installed, nothing upgraded. Expected results: Upgrade running and done. Additional info: Yum tells about rpm not the latest version, but looking at the version installed and the version available they are the same. Removing rpm and reinstalling doesn't help. Same version again.
Trying to install downloaded packages from /var/cache/yum/x86_64/17/rawhide/packages directly using "rpm -vhU *" gives back error: warning: bacula-client-5.2.5-2.fc17.x86_64.rpm: Header V3 RSA/SHA256 Signature, key ID 1aca3465: NOKEY error: Failed dependencies: rpmlib(X-CheckUnifiedSystemdir) is needed by filesystem-3-2.fc17.x86_64 But rpm-libs is installed: rpm-libs-4.9.1.2-11.fc17.x86_64 And a package "rpmlib" is not available.
rpmlib() dependencies do not reflect packages, they reflect various capabilities of the running rpm. rpmlib(X-CheckUnifiedSystemdir) is a Fedora-specific guard related to this: http://fedoraproject.org/wiki/Features/UsrMove

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'.
