Description of problem:
This part of the UI has evidently never been completed.

How reproducible:


Steps to Reproduce:
1.  Sync RH content
2.  Create a new Promotion Changeset
3.  Library Content > Products > $product > Packages
4.  Click on any package from the synced library content
5.  Click the "Filelist" subtab on the right.
6.  Click on the "Changelog" subtab on the right.
  
Actual results:

file 1 file 2
Changelog entries....

Expected results:
These views should be populated appropriately.
