Description of problem:

Attempt to upload a 4M manifest threw apache error. /etc/httpd/conf.d/katello.conf needs to have 

     SSLRenegBufferSize  2147483648

instead of present smaller version

As soon as I click the upload button using the manifest file provided, I got a 403 with the following content displayed in the ui:

Request Entity Too Large
The requested resource
/katello/providers/redhat_provider
does not allow request data with POST requests, or the amount of data provided in the request exceeds the capacity limit.

a re-rebrew of katello-configure is required.  working on that now
