Description of problem:
On RHEL6 if we set up kdump environment following the documentation, it is not working beacause busybox will not install.
In Rawhide, F16, F15 we have dependency on busybox.
Without busybox executing "service kdump start" shows:

cp: cannot stat `/sbin/busybox': No such file or directory
/sbin/mkdumprd: line 1835: /sbin/busybox: No such file or directory
cp: cannot stat `/sbin/busybox': No such file or directory

And making the secondary (kdump) kernel crash outputs:
Failed to execute /init

Version-Release number of selected component (if applicable):
kexec-tools-2.0.0-217.el6.i686
kernel-2.6.32-220.4.1.el6.i686
busybox-1.15.1-11.el6.i686

How reproducible:
Setup kdump environment following the documentation for RHEL6:

Steps to Reproduce:
1. setup kdump
2. make the kernel crash
  
Actual results:
Failed to execute /init

Expected results:
