Description of problem: Currently for a pass-through with additional hardware an 3rd supplemental certification must be opened. This request changes that where new hardware/testplan can be present in a pass-through however it needs to be clear that this is updating the hardware in the parent to the user and we are not abandoning that a pass-through must be a subset.

Now there is a knob to break the relationship between parent and child cert. I think we can add a knob for duplicated cert as to change bug's status to ASSIGNED from CLOSED, then, we can add testplan for this cert with subset relation remained
