Description of problem: https://hardware.redhat.com/doc/index.html#sect-Policy_Guide-Hardware_Certification_Policies-BIOSFirmware_Policies goes to the hwcert-doc package supplied documentation; it should redirect to http://docs.redhat.com/docs/en-US/Red_Hat_Hardware_Certification/1/html-single/Policy_Guide/index.html#sect-Policy_Guide-Hardware_Certification_Policies-BIOSFirmware_Policies hardware.redhat.com/doc redirects correctly to docs.redhat.com.

The anchor will not be passed to the server when referencing the object; it is used internally by the client. so the redirect utilities we got can not help, the alternative way is to filter the string[https://hardware.redhat.com/doc/index.html#sect-Policy_Guide-Hardware_Certification_Policies-BIOSFirmware_Policies] and replace the hardware.rdc with docs.rdc/XXX/xxx
We should not hard code the whole string, however we should be filtering on hardware.redhat.com/doc and hardware.redhat.com/doc/index.html and hardware.redhat.com/doc/Policy_Guide.pdf as these were the 3 URLs you used to use to find the documentation. We no longer need these URLs to support local documentation. This part of any inbound URL should be replaced with the configured in the db server/path as we no longer need these URLs to support local documentation.
