I downloaded a manifest from the Customer Portal and imported it into SAM. I see a mismatch of quantities between exported and imported numbers.

Fixed in candlepin master, dae474e9 (should be in 0.5.22)
This requires a new candlepin on the downstream side, but not a new manifest, nor a new upstream candlepin.
