Description of problem:  Alerts can be created on disabled metrics


Version-Release number of selected component (if applicable):  JON 3.01 RC3


How reproducible:
100%

Steps to Reproduce:
1.  create an alert.  for the condition, choose one.
2.  observe the alert may or may not fire.
3.  if the alert does not fire, the customer may presume the alert is broken, when in fact the metric is disabled.
  
Actual results:  alert conditions can be created on disabled metrics ... with no visual indication that the chosen metric is disabled.


Expected results:  alert conditions cannot be created on disabled metrics, or perhaps there is some indication in the UI that the metric chosen for that condition is not currently enabled.
