#!!!! This avc can be allowed using one of the these booleans:
#     allow_ftpd_full_access, ftp_home_dir

allow ftpd_t home_root_t:dir search;


You can also check the ftpd_selinux man page. 

Also what is your version of setroubleshoot?

$ rpm -qa setroubleshoot-*
